Learning outcomes

Upon the successful completion of the course, students will be able to:

 

  • Consolidate the concept and characteristics of public administration.
  • Know the timeless history and evolution of public administration in Greece.
  • Perceive and understand the state and political organization and operation of the Greek State.
  • Delve into the history and development of decentralization and self-government in Greece.
  • Fully understand the conceptual approaches of public management and new public management, their existence needs, as well as their essential differences.
  • Recognize the catalytic contribution of business management to the development and evolution of public administration.
  • Have a broad picture and knowledge of issues related to the human resources of the public administration in Greece.
  • Recognize the institutions and the control and evaluation procedures of the public administration in Greece.
  • Understand and fully understand the organization, administration, operations, as well as the contribution of public enterprises and organizations in Greece.
  • Distinguish the various influences of the Greek public administration and self-government from the institutions, bodies, and the wider systemic environment of the European Union.
  • Implement organizational change-reform in the Greek public administration and self-government, as well as in their businesses and organizations, when this change-reform is deemed necessary, through the process of strategic planning, total quality management, innovation, and learning.

  2. Historical reference and evolution of public administration in Greece.
  3. State and political organization and functioning of the Greek State. A holistic approach.
  4. Historical paths and evolution of decentralization and self-government in Greece.
  5. General and specific references and approaches of public management and new public management.
  6. Contribution of business management to the development and evolution of public administration and self-government.
  7. Human resources of the public administration in Greece: Components and issues.
  8. Legal regimes and procedures for control and evaluation of the public administration in Greece.
  9. Organization and administration of public enterprises and organizations in Greece.
  10. Operation and contribution of public enterprises and organizations in Greece.
  11. vInfluences of the Greek public administration and self-government from the institutions, bodies, and the wider systemic environment of the European Union.
  12. Reform in Greek public administration and self-government.
  13. Organizational change and its tools in businesses and organizations in the Greek public administration and self-government.
